Well, my network uses a router and modem setup. No ICS needed.
My fathers network, unfortunately, uses a USB modem (which I am now considering replacing) and therefore the internet connection must go through one pc and be farmed out to the rest. It just so happens that these computers don't do this very well. buggered if I know why.
